Abstract

Gambling activities have long been carried out by people in the archipelago, and even have become a kind of tradition. Gambling initially arose from folk games that were used to fill leisure time, such as marbles which became the excess of gambling. Types of gambling are increasingly diverse when other nations come and settle in the archipelago, and even
continue to develop until the New Order era. This article aims to find out the activities and developments of gambling in Surabaya from the 1950s to the 1980s and the impacts resulting from such gambling activities. The method used in this article is a historical method using economic and social approaches. Whereas historical sources are obtained from newspapers, magazines, archives, and supporting scientific work. The history of gambling in Surabaya can be investigated starting in the 1950s marked by the emergence
of a money lottery. In the 1960s, the Surabaya city government made a policy by legalizing Hwa-Hwee and Lotto. Gambling that emerged in Surabaya resulted in social problems where the community became addicted to gambling, which was marked by behavioral change, and shadowed the false hopes of gambling.
