Abstract

As the response to deal with the students’ problems in mastering English speaking skill, Pekan Berbahasa as one of environment-based language program comes with an innovation to teach speaking skill by making an ideal environment for students to learn the targeted foreign language like English. However, even with an ideal environment to learn a foreign language, there are still some considerations that the program could not deal with the problems of learning speaking skill.
Thus, the recent research aims to discover truth related with the perceptions on teachers and students on the implementation of Pekan Berbahasa limited by the following focuses: 1) the procedure of Pekan Berbahasa implementation, and 2) teachers’ and students’ perception on the implementation of Pekan Berbahasa for students’ speaking skill.
In this research, the researcher employed qualitative research approach and descriptive design. Research subjects selected by the researcher were three English teachers and three students. From the research subjects, the data was collected through observation, interview, and documents review. The collected data was then further analyzed by using the interactive model of data analysis belongs to Miles, Huberman, and Saldana, with the procedures of: collecting data, condensing data, displaying data, and verifying conclusions. The researcher validated the data through data source and technique triangulation.
The results of the recent research revealed that: 1) the implementation of Pekan Berbahasa consists of three steps, covering the preparation: arranging the committee, making rules, preparing materials, and socializing program, implementation: students’ actions of obeying the rules, attending English teaching and learning, and joining language activities as well as teachers’ actions of teaching, monitoring, reminding, and giving English materials to the students, and evaluation step: evaluating the program implementation and language activities, and noting the students’ problems and progress. 2) Teachers’ and students’ perception on Pekan Berbahasa implementation is divided into three kinds such as: cognitive, affective, and behavioural perception.
