Zakat merupakan instrumen filantropi Islam yang potensial dalam pengentasan
kemiskinan, namun praktik fundraising sering menghadapi hambatan manajerial,
kelembagaan, dan kepercayaan publik. Kolaborasi birokrasi dalam fundraising
zakat menjadi pendekatan strategis yang mampu menjawab persoalan tersebut.
Penelitian ini berfokus pada komitmen, proses, dan implikasi kolaborasi birokrasi
fundraising zakat di BAZNAS Kota Surabaya dan Kabupaten Gresik. Tujuan
utamanya adalah menganalisis bagaimana birokrasi lokal bersama BAZNAS
membangun komitmen, merancang proses, dan menghasilkan implikasi sosialekonomi
yang signifikan
Metode penelitian yang digunakan adalah kualitatif lintas situs. Data dikumpulkan
melalui wawancara mendalam, observasi, dan dokumentasi, dengan subjek
penelitian para aktor yang terlibat dalam kolaborasi birokrasi zakat. Teknik
purposive digunakan untuk memilih informan kunci, sementara analisis data
dilakukan dengan reduksi, penyajian, dan verifikasi temuan
Hasil penelitian menunjukkan bahwa Surabaya mengembangkan model kolaborasi
akseleratif berbasis dukungan politik wali kota dan pemotongan zakat ASN,
menghasilkan lonjakan penghimpunan zakat secara signifikan. Sementara itu,
Gresik membangun model legal-partisipatif melalui Perda, partisipasi multipihak,
dan jejaring desa-masjid-perusahaan, yang menghasilkan pertumbuhan stabil dan
berkelanjutan. Implikasi kolaborasi di kedua daerah meliputi peningkatan
penghimpunan dana, penguatan kelembagaan zakat, dan dampak sosial-ekonomi
nyata, seperti beasiswa pendidikan, program usaha produktif, serta pemberdayaan
mustahik menjadi muzaki. Secara keseluruhan temuan memberikan tawaran
penerapan model kolaborasi birokrasi hybrid.

Zakat is an instrument of Islamic philanthropy with significant potential for poverty
alleviation; however, its fundraising practices often face managerial, institutional,
and public trust barriers. Bureaucratic collaboration in zakat fundraising emerges
as a strategic approach to address these challenges.
This research focuses on the commitment, process, and implications of bureaucratic
collaboration in zakat fundraising at the National Zakat Agency (BAZNAS) in
Surabaya City and Gresik Regency. Its primary objective is to analyze how local
bureaucracies, in partnership with BAZNAS, build commitment, design processes,
and generate significant socio-economic implications.
This study employs a cross-site qualitative research method. Data were collected
through in-depth interviews, observation, and documentation with actors involved
in the zakat bureaucratic collaboration. Purposive sampling was used to select key
informants, while data analysis was conducted through data reduction, data display,
and verification of findings.
The findings indicate that Surabaya developed an accelerative collaboration model
based on the mayor's political support and mandatory zakat deductions from Civil
Servants (ASN), resulting in a significant surge in zakat collection. Meanwhile,
Gresik established a legal-participatory model through local regulations (Perda),
multi-stakeholder participation, and village-mosque-corporate networks, yielding
stable and sustainable growth. The implications of collaboration in both regions
include increased fund collection, the strengthening of zakat institutions, and
tangible socio-economic impacts, such as educational scholarships, productive
enterprise programs, and the empowerment of mustahik (zakat recipients) to
become muzaki (zakat payers). Overall, the findings propose the application of a
hybrid bureaucratic collaboration model.
