Abstract
The principles above, especially those of the independent state institutions, areclosely related to the organization of the form and content of the laws these organshandle. Independent state institutions can enact specific laws and regulations following their responsibilities and functions. They were commonly regarded asconstituents of the executive authority. Today, these institutions have developed tobecome independent, and it is no longer entirely within the chief executive'sauthority to designate or terminate their leaders.
